Not All Wars are Won with Bloodshed

For prompt 3. "Okay wait, I'm lost, calm down. Say it again in plain terms this time."
He had gone forth to see if there was word on the condition of Michael after the satisfying damage when they had come to the doors of Chaos. God was certainly enraged with his behavior but his hands were tied by his own laws. It was a glorious turn of events that Lucifer had not anticipated. Heaven was breaking down more than he had hoped.
“Lucifer!”
The stern voice brought his eyes around quickly, ready to fight. They had found him quickly this time, though they were probably under orders to actively search for his presence now. He had caused disruption and damage unlike he had before. Lashing out in the presence of God with intent to kill was a first, even for the Devil. Four angels stood well away, outside of an easy javelin throw. Clear indication they knew who they were facing.
“You should crawl back to your master before you cannot.” Lucifer came around, standing to full height. His wings opening in threat. The spear remained hidden as did his armor. The distance, and little indication of stepping forward, kept his tension to wary observation.
“We know what you have done.” Raziel, angel of secrets, spoke calmly.
Lucifer eased at the angel's presence, after all, he had nearly fallen by aiding Eve and Cain. The words though strung out the seraphim ten-fold.
“What is it you believe to know?” Lucifer moved toward them slowly and the angels held their ground, though shakily. “Tell me what you know, secret keeper and why you bring our tormentor at your side.”
The seraphim's gaze turned on Raguel. Hatred burned between these two angels. Michael, after the attack on Thnisko, had given Raguel the task of tracking the Fallen, driving them back to Chaos when Michael was unavailable. Lucifer had turned on this angel more than once and sent him flying home battered.
“I haven't come to drive you back to Hell.” Raguel spoke but his wings stiffened ready to take flight should anything go astray. This angel knew what Lucifer would do if angered.
“Why are you here in my presence?” Lucifer asked again. His continued approach sent the angels back several steps. He wasn't angry yet, but the threat and display of fire now rising from his feet and wings was enough. Zadkiel and Ariel remained uncomfortably silent between their brothers.
“We know, Lucifer.” Raziel spoke again.
The fallen still didn't know exactly what they knew. There were many things they could know, some he would find more distasteful than others to be known by the Celestial Host. Lucifer paused, gaze lingering heavy and burning into each.
Zadkiel broke the silence. “We know about the angel, the second king.”
Rage welled up so bright that the angels averted their eyes, wings coming up to protect their vision. The Seraphim was quickly sliding from threatening to deadly. The stride beginning again as he bore down on the host before him. Lucifer wavered between murdering them in cold blood here on the hillside and restraint. The restraint directly related to what they spoke of, a fear of disappointing another. However, that block was tenuous at best, fading fast.
“Lucifer, brother.” Ariel's voice gave him pause, out of respect. She had been close to him once, eons ago, and refused to take part in fighting against Lucifer during the rebellion. He would give her a moment to speak in honor of memories. “We do not wish to threaten you or your own. We come for another reason. Please, listen to us.”
He stayed where he was, brilliance fading enough that wings could be closed and faces seen again. “Then speak before I find reason to ignore your pleas.” Lucifer spoke harshly out of necessity. He had to protect himself.
Raziel spoke again though not as confident as when they spoke moments ago. “Is it true that a member of a heavenly host sits as king in your realm?”
The question was to the point and brought another surge of territorial rage from the depths of the fallen angel. The plant life around him withered and blackened in the heat of his presence. His spear manifested as the angel became more of a danger to his lost siblings.
“Lucifer?”
He didn't know which angel spoke. He couldn't hear it through the violence in his mind. A touch broke through. Instinct rising, he threw the offender to ground as the seraphim turned to fire.
“Lucifer!” Ariel's voice was high and frightened. “Please.”
“We want to know if our kind are welcome among yours.”
Lucifer couldn't focus. Anger, and now confusion was preventing any sort of clarity. Did he hear them correctly?
His expression must have brought clear his state of mind by Zadkiel's response. “We seek sanctuary, not war.”
“Sanc...” Lucifer cocked his head, wings twitching, suspicious of a trap.
“If it is true that we might live among the fallen without falling, we wish to join your ranks as we once served when you walked in the light.”
He couldn't focus again. Couldn't tell which voice was speaking. This was too much, too much to try and wrap his head around. However, in the very back of his mind a voice started to whisper. What if the angels of heaven began to defect to his side? What if that was part of the outcome of Balthazar's presence?
Silence hung in the air, dragging on for minutes. The weight of the lack of answer from the seraphim and the reluctance of the angels to speak became tangible in the atmosphere. Nature went silent, the breeze stopped, everything pulled down to waiting and unbreathing.
It was Lucifer that broke the discomfort. “I will have to speak with the others on this matter. I do not rule as the sole voice in tyranny as my Father does.”
The angels nodded in agreement. “Will you return here to speak with us?” Ariel asked.
Lucifer nodded his assent. “I will return in two days time. If you are here as you are now we will speak. If there is threat I will see it as a great offense.”
“We understand, brother.” Raguel spoke with gratitude and they flew off.
Lucifer remained watching the empty space in the sky where they disappeared. This could be a trap, a manipulation, but it had to be risked. If the angels of heaven began to change sides things would be very different. This could be important. It was time for a council meeting. This needed to be discussed.
